Governance, Democratic Participation & Institutional Reform

We support public institutions and civil society in strengthening accountable institutions, improving cooperation across levels of government, and giving citizens a meaningful role in public decision-making.

  • Multilevel governance and decentralization: institutional coordination, municipal capacity building, and cooperation between central and local authorities.
  • Participatory governance: citizen engagement, inclusive consultation, participatory planning, and collaboration between institutions and communities.
  • Deliberative democracy: advisory and capacity-building support for citizens’ assemblies and other deliberative processes.
  • Open government: transparency, accountability, public ethics, and accessible public communication.
  • Institutional reform: legal and policy analysis, organizational development, and improved public service delivery.

Resilience & Disaster Risk Management

We support public institutions, municipalities, and development partners in strengthening disaster preparedness and integrating resilience into policies, institutions, and local development planning.

  • Emergency preparedness and planning: developing local emergency management action plans and identifying priorities for prevention and preparedness.
  • Institutional coordination: clarifying roles and strengthening cooperation between municipalities, national authorities, and civil protection stakeholders.
  • Risk-informed development: supporting the integration of disaster and climate risks into municipal strategies and investment priorities.
  • Capacity building and community engagement: training, peer learning, and stakeholder participation to strengthen preparedness.
  • Public awareness and risk communication: developing awareness campaigns, accessible information materials, and community outreach activities to improve understanding of disaster risks and promote prevention and preparedness.
  • Cross-border cooperation: connecting institutions and specialist partners to address shared risks, including wildfires, through joint planning and knowledge exchange.

Financial & Risk Advisory

We help businesses and organizations strengthen financial management, improve internal systems, and manage financial and operational risks.

  • Financial planning and analysis: budgeting, cash-flow planning, financial diagnostics, and performance analysis to support informed business decisions.
  • Risk management and internal controls: identifying financial and operational risks, developing mitigation measures, and strengthening internal control and audit systems.
  • Business development and financing support: preparing business plans, investment proposals, and loan application documentation.

Research, Policy & Strategic Planning

We help public institutions, businesses, and development partners make informed decisions through research, policy analysis, and practical strategic planning. Our work connects evidence with clear priorities, actionable recommendations, and measurable results.

  • Research and needs assessments: qualitative and quantitative studies, stakeholder mapping, surveys, and analysis of institutional and community needs.
  • Policy and legislative analysis: reviewing frameworks, identifying gaps, and developing recommendations for reform.
  • Strategic and action planning: developing organizational, municipal, and sectoral strategies with defined responsibilities, timelines, and indicators.
  • Organizational diagnostics: assessing structures, processes, and capacities to identify opportunities for improved performance.
